The announce of the LLC «Universal information technology» about the unjustified charges of the improprieties, allegedly committed during the realization of the project «The electronic ticket»
Dear representatives of the mass media!
The LLC «Universal information technology» feels profoundly surprised and resentful by the fact of dissemination of the untruthful information and of the blatant slander on the part of the alternate of the head of the Department of the Ukrainian Railway Bogdan Karban’ about the improprieties of the company «UNIT», related to the system «The electronic ticket» at «The Ukrainian railway».
We declare officially, that «UNIT» is solely the developer of the automated system «The electronic ticket», which was placed into operation on the 21st of August 2014, according to the resolution of the Ukrainian railway’s enrolment board on grounds of the order by the first deputy of the Ukrainian railway’s Director General Maxim Blank №449-ЦЗ / Unified, dated 19.08.2014.
No violations or improprieties could have been detected throughout the whole history of cooperation between the LLC «UNIT» and the Ukrainian railway, since the company has always worked and it is still working exclusive within the framework of the Ukraine’s prevailing legislation.
The owner and the exploiter of the system «The electronic ticket» is the SE «The principal computation office of the Ukrainian railway». The SE «The principal computation office of the Ukrainian railway» establishes the online selling of ticket straightforwardly through the site booking.uz.gov.ua and it governs the relations with the agents and banks independently. The LLC «UNIT» is absolutely beside the point of the funds, received by the SE «The principal computation office of the Ukrainian railway» from the acquirer-banks for the tickets sold.
We draw your attention to the fact, that the LL has no contractual relations with the LLC «The principal computation office of the Ukrainian railway» or with the other enterprises of the Ukrainian railway. The services of support of the system «Electronic ticket» were granted by «UNIT» and they are still granted by it at it’s own expense, on the assumption of the social responsibility’s principles, understanding the complicated situation in the railway branch and in the country at large.
The allegations of Bogdan Karban’ are the slander, aimed at the defamation of character of the LLC «UNIT» for the purpose of the diversion of attention of the Ukrainian railway’s management and of the management of the Ministry of Infrastructure from the corruption scheme’s formation, aimed at the finance control in the sphere of the Ukrainian railway’s passenger transportations, which is implemented by means of the substitution of the system, belonging to the SE «The principal computation office of the Ukrainian railway», for the system of companies, subordinated to Bogdan Karban’. The denial-of-service attacks had been performed upon the site booking.uz.gov.ua, starting from 14-00 on the 06.08.2015 for the purpose of stop of the service of system «The electronic ticket» and for the purpose of prevention of the system’s use by the passengers.
We stress, that the accusations, leveled against the company, aren’t consistent with the reality. Therefore the LLC «UNIT» demands official apologies from Bogdan Karban’ and it demands the refutations of announces, granted by him to the mass media, including the ones, which were promulgated through the official site of the Ukrainian railway, caused an extensive damage to the name and to the business reputation of the company.
