The electronic digital signature needs immediate legislative alterations in Ukraine

The functions and the essence of the electronic digital signature (EDS) must find the legislative confirmation as soon as possible, since this is one of the principal needs for the introduction of ID-card of the citizen of Ukraine from the 1st of January 2016. Similar messages were expressed by the participants of roundtable discussion «The citizens’ identification: the innovations, the right, the business, the self-administration, the financial services», which took place within doors of the Supreme Rada of Ukraine on the 23rd of September.

According to the words of the participants of thee «roundtable discussion», the system of generation and of issuance of the trust certificate of digital signature itself also needs to be provisioned in the legislation, apart from the lawful mechanisms,  which  will  ensure the access to the EDS, it is necessary to determine the terms of it’s validity and the procedure of it’s reception by the new passport’s possessor, the fundamental characteristics of the plastic ID-card and of it’s electronic media (as well as it’s obligatory availability), since it isn’t specified clearly by  the law. We remind you, that the assurance of the process of issuance of the plastic ID-cards, instead of the paper internal passports of the citizen of Ukraine from the 1st of January of the following year, occurs within framework of the actions’ plan concerning the liberalization of a visa-free regime for Ukraine by EU.

But the possibility of granting of the electronic services and of accommodations by the state and by the private sector within the framework of the digital government’s rearrangement on a transparent and across-the-board-understandable basis is even more important for the citizens of Ukraine and for it’s government.
